(Asheville Citizen-Times) A group of downtown business owners and residents are calling for a 7-cent levy on downtown properties to fund a nonprofit Business Improvement District, paying for cleaner, safer streets.
Along with contributions from the city of Asheville and Buncombe County, those revenues could add up to $800,000 annually to be spent on litter pickup and graffiti removal, more security patrols through parking garages, ambassadors greeting visitors and warding off panhandlers downtown.
